He said that as a responsible opposition leader, he strongly believes in promoting dialogue and debate which are the main pillars of parliamentary democracy.
“I would like to bring to your attention that several notices were submitted under the rules and regulations of the Council of States (Rajya Sabha) and relevant rules of procedure to address the critical issue of breach of security of Parliament.
“The opposition parties were ready to have a meaningful discussion on the matter. Unfortunately, these notices were not accepted and neither I, as Leader of the Opposition, nor any other member of the opposition parties was allowed to speak in the House. Even for a minute or two,” said Kharge.
“The government will have its way but the opposition, you will easily agree, have your say. I have no doubt that you will uphold this basic principle of parliamentary democracy in true sense,” he added.
Kharge asserted that there is a clear demand from the opposition parties that the Home Minister should take the matter of the breach of parliamentary security and the ruling party MPs into facilitating the entry of two intruders into the Lok Sabha gallery on December 13. The House should be informed about the role. .
“This matter is of grave concern to Parliament, Members of Parliament, and is also an important issue of national security. However, this demand has been blatantly ignored. Earlier, Dhankhar had written to Kharge that deactivating the House by demanding the chair was unfortunate and against public interest.

This came a day after Rajya Sabha adjourned indefinitely on Thursday, a day ahead of schedule.
The Upper House witnessed repeated protests by opposition MPs demanding a debate on the December 13 Parliament security breach and Home Minister Amit Shah’s statement on the matter.
Due to the protest, 46 MLAs were suspended from the House for the session. A notice of breach of privilege was served against Trinamool Congress MP Derek O’Brien and the matter was referred to the Privileges Committee.
Citing the letter, sources said Dhankhar expressed “pain” that his efforts to hold a meeting with Kharge to ensure smooth functioning of the House did not go down well with the Congress leader.
