New Delhi: The Delhi Municipal Corporation (MCD) is considering incorporating a new company to manage its 154 toll collection entry points at the city borders. Officials said that the work has started in this regard.
Mayor Shelley Oberoi said 18 agenda items were passed at Thursday’s House meeting, while four were postponed and two were sent back. The Mayor approved the consideration of the draft proposal for hiring a new toll operator company and the MCD Commissioner as the competent authority for approving the contract management work.
As per the draft proposal, Rs 847 crore is the minimum base price per annum for toll operator companies to start bidding. This is an increase of about 33.2 per cent from the minimum reserve price of Rs 636 crore sent in 2017, which was handled by the toll department, said the proposal, which is yet to be approved. As per the plan, MCD’s existing toll operator was awarded a contract for three years in 2021, which is due to expire in April 2024. The corporation must first finalize a toll operator company.
In February this year, the corporation set up a high-level committee to examine and recommend tender-related work, such as determination of minimum reserve price, tender conditions and other technicalities related to toll collection. The eight-member committee held seven meetings throughout the year — the latest in November — and produced a draft.
Mayor Oberoi said that relocation of land approach road, multi-level parking at three locations in the central zone, Shanti Devi Sports Club and payment of toll tax were among the agenda items postponed in the meeting.
Meanwhile, the corporation passed a proposal to hand over the Pet Park developed in South Delhi’s Jangpura area in PPP mode. According to the plan, a private firm will maintain and operate the park for a period of five years and will be charged a monthly license fee of Rs 50,000.
“The concessionaire will be allowed to use a commercial area of ‚Äč‚Äčabout 500 square feet to provide a vet clinic, a pet shop, a day shelter and a cafeteria,” the MCD proposal said.
The park, developed at a cost of Rs 55 lakh on a one-acre plot, has dog play equipment and trails and day care facilities.
